- It is a sub-programme of Sarva Shiksha Abhiyan launched in August, 2014 with special focus on improving language development and to create interest in mathematics.
- It also aims to help them understand the joy of reading and writing from a real life perspective.
- Samagra Shiksha’ is an overarching programme for school education extending from Primary till class 12.
- The programme was introduced in the Union Budget 2018-19 with the aim to treat school education holistically without segmentation of primary and secondary education.
How it is implemented ?
- Government will give an annual library grant to schools to allow students widen their ambit of learning.
- The two tracks of Padhe Bharat Badhe Bharat are: Early reading and writing with comprehension (ERWC) and Early mathematics (EM).
- In 2015-16 a programme called the National Reading Initiative was launched to develop and promote the habit of reading among students in elementary schools, thereby extending the programme up to class 8.
- States were provided token funds to plan and implement innovative activities to promote reading.
Funding Pattern
- The grant will be given to Primary to Senior Secondary levels and will vary between Rs. 5000 and Rs. 20000.
- As part of the programme, an aggregate amount of INR 762 crore had been approved for the states.
- Apart from this, the union government had also sanctioned INR 2352.57 crore to the states and union territories so that they could improve their existing quality programmes.
Agencies Involved:
- At the central level, the programme is being monitored by the Ministry of Human Resource Development (MHRD).
- The state level functionaries are State Project Director of SSA, State Programme Officer (Pedagogy) of SSA, and Director of State Council of Educational Research & Training (SCERT).
- In the districts, the programme is being looked after by the District Education Officer (DEO) or the District Probation Office (DPO) and
- At the block level the Block Education Offices (BEOs).
